Although “asset management” is a recent buzzword for the wastewater/water industry, managing infrastructure assets is nothing new. Asset-rich utilities manage by performing ongoing maintenance activities and capital improvement projects to deliver services to their customers. However, with decreasing financial resources and an increase in customer expectations, wastewater utilities must improve their asset management strategies by incorporating fact-based and risk-based methodologies.
RJN Group, Inc has a proven track record with implementing Asset Management Programs. Our foundation, methodologies and project approach is based on the International Infrastructure Management Manual and the EPA’s core framework.
The essential goal of any project answers the question “How can we be more efficient with the elements that we have in place?” Based on our understanding of your informational needs, an Asset Management Program will provide the following benefits.
- Better Organize and Complete Asset Catalog
- Improve Communications Between All Parties Concerning O&M of Wastewater and Water System
- Improve Long Term CIP Planning
A common result of Asset Management Programs is to prioritize CIP projects and determine funding strategies. Municipal Infrastructure Capital Improvement Planning is like using an Etch A Sketch®. The left knob controls time, and the right knob adjusts money. The resulting picture that appears on the screen is your level of service and sustainability of your critical assets. Creating curves by manipulating both knobs at once (time and money) is a true test of coordination.
Municipal Infrastructure Managers begin the process by rating the current condition of their infrastructure (sewer, water, storm and roads) and determining which assets are critical to sustained performance. Generally, the raw data exists in various digital sources: a CMMS, GIS, work management system, or inspection software. A gap exists however, in the ability to take the raw data and effectively predict deterioration rates using the two knobs of planning: time and money. And, each municipality is faced with different time and budget factors.
Beginning in 2005, RJN Group created its CASS CIP software solution. CASS CIP allows asset managers to model deterioration of their municipal infrastructure (sewer, water, storm and roads) and produce capital improvement plans based upon time, budget and level of service. This session shows the software process and illustrates project results throughout the country.
